Crime is the breach of one or more rules or laws for which some governing authority, via mechanisms such as police power, may ultimately prescribe a conviction. While every crime violates the law, not every violation of the law counts as a crime; for example: breaches of contract and of other civil law may rank as "offences" or as "infractions".

When informal relationships and sanctions are insufficient to establish and maintain a desired social order, there may be more formalized or stricter systems of social control imposed by a government, or by a sovereign state. With institutional and legal machinery at their disposal, agents of the State can compel populations to conform to codes, and can opt to punish or to attempt to reform those who do not conform.

Authorities employ various mechanisms to regulate (encouraging or discouraging) certain behaviors in general. Governing or administering agencies may for example codify rules into laws, police people to ensure they comply with those laws, and implement other policies and practices designed to prevent crime. In addition, authorities provide remedies and sanctions, and collectively these constitute a criminal justice system. Legal sanctions vary widely in their severity, they may include (for example) incarceration of temporary character aimed at reforming the convict. Some jurisdictions have penal codes written to inflict permanent harsh punishments: legal mutilation, capital punishment or life without parole.

The label of "crime" and the accompanying social stigma normally confine their scope to those activities seen as injurious to the general population or to the State, including some that cause serious loss or damage to individuals. Those who apply the labels of "crime" or "criminal" intend to assert the hegemony of a dominant population, or to reflect a consensus of condemnation for the identified behavior and to justify any punishments prescribed by the State (in the event that standard processing tries and convicts an accused person of a crime).

Often a natural person perpetrates a crime, but legal persons may also commit crimes.

What is the crime commited in the following situation?
Q. Taking payment for goods not provided from across state lines between the states of Florida and Indiana. If I wanted to report such a crime to the local police dept of the deceiver / seller, what crime shall I accuse them of? I bought an item from the person. Sent payment. He/she never sent it and has not replied to inquiries. Enough time has elapsed to consider it a fraud. Payment was less than $100. Thanks. My payment has been confirmed PAID to the seller.

A. This is most likely a contract claim, but This CAN be a crime... It could be embezzlement--the theif had a legitimate right to the money that was sent, and subsequently decided to keep the money. or... Larceny by trick--the thief fully intended to not send the money and purposefully decieved you into sending the money so they could keep it. This is also ripe for conisderation as a case of postal fraud...did you mail a check? Did any correspondence take place through the mails? In that case it is a federal crime and the local US Attorney would like to hear about it. They also wany to know about any interstate transfer of electronic funds violations as well. Good luck

What year did lynching become a federal crime?
Q. I am doing a report in school for killings during the civil rights movement and how little was done to stop them. I can't find in which year lynching became a federal crime to take it out of state administration.

A. Actually, not until 1968 when lynching was specifically criminalized by federal legislation by the Civil Rights Act.

A. I doubt you'll find such a website. Your best bet would be to drive to the local police department for that area and ask about the place. You could also ask at a pizza delivery place that covers that area, drivers are usually very knowledgable about the area.
